Notice of Administrative Rules in Effect
July 1, 2026
Four rules amending multiple sections of PI 34, Wis. Admin. Code were published in the Wisconsin Administrative Register 846A2 and are effective July 1, 2026.
- CR 26-002: DPI restored several definitions to the administrative code under PI § 34.001 which had been omitted during the 2018 code update. The newly defined terms include: Administrative, Administrator, Aide, Pupil services professional, Related services professional, Teacher, and Teaching.
- CR 26-007: DPI made several modifications to PI 34, subch. XI relating to professional misconduct, most notably defining revocation options which can be imposed when an educator engages in immoral conduct including permanent revocation, limited revocation and conditional revocation. (see PI §§ 34.097(8), 34.102(1)(a)2.) In addition, DPI clarified the implication of actions against an out-of-state license on Wisconsin issued licenses (PI §§ 34.098(1)(b), 34.103(1)(c)2.), provided for additional options to address misconduct for licensees holding a driver education license (PI § 34.098(2)), and expanded the content of DPI’s notification requirement when there is a finding of probable cause to revoke a license. (PI § 34.102(1)(b)).
- CR 25-083: DPI created a Code of Ethics under PI 34, subch. XIII, based on NASDTEC’s Model Code of Ethics for Educators to guide new teachers’ educational practice, inspire professional excellence by offering a framework for staff development topics, and bring Wisconsin in line with nearly every state in the country in having a code of ethics for educators.
- CR 26-003: DPI expanded the definition of “Direction” at PI § 8.001(5m) to include “under the direction”, specified the license types which could provide direction, and clarified that the direction must occur in a general education elementary classroom taught by a licensed teacher.
Maintain Lifetime License Applications
June 30, 2026
Due to end of year maintenance, applications to maintain the lifetime license will be unavailable July 1st and 2nd.

Lifetime License Notification
Wednesday, June 10, 2026
The Department of Public Instruction (DPI) is emailing those lifetime license holders who still need to complete a background check and verification of work history to maintain their lifetime license. Those emails will be sent with the steps that need to be taken. The requirements to maintain a lifetime license are found in Wisconsin Administrative Code §PI 34.041 and Wisconsin Statutes §118.19 (10)(b) and §118.19 (18)(c).
