No Valid License (NVL) Audit Frequently Asked Questions

 
Staff license status and WUFAR coding are used to confirm Fund 27 aid eligible special education expenses in the No Valid License Audit. All local education agencies (LEA) are required to complete the No Valid License Audit by September 30th to be eligible to receive special education state categorical aid on the prior year expenditures reported. WISEstaff license data was audited in the fall of the previous fiscal year by DPI. The preliminary results were shared with the LEA by December 2025. The final certification of licensing data was completed in the March. This allowed the reporting entity a significant amount of time to resolve any licensing issues with staff and the DPI licensing team. A final snapshot of data was provided to entities in June.
 
Staff who did not meet the licensing requirements are not eligible for state categorical special education aid and should be removed from fund 27 project 011 coding in WISEgrants and from reporting in WISEdata Finance upon notification but no later than the September deadline. LEAs should indicate they have moved the compensation for each individual staff member to project 019 in the No Valid License Audit in WISEgrants, make updates in their student information system, and push their data to WISEdata Finance. Again, this process must be completed by the September 30th deadline for the agency to be considered eligible for state categorical special education aid payment in FY the current fiscal year for their reported prior year expenses. Staff who do not meet the required statutory licensing requirements are not eligible for state special education funds. Please work with the DPI licensing team directly to resolve any licensing issues.
 

Common Licensing Issues

The staff has paid the license fee associated with the DPI licensing application, but the license status has not been updated. 

Payment of the license fee is not a guarantee of approval. The review process for licensure decisions often takes 6-8 weeks from the time the paid application is received. You can check the status in the Educator Online Lookup (ELO). Information on license status can be found on the Licensing web page. Any compensation attributable to an unlicensed staff must be moved from project 011 to project 019 or a source other than Fund 27 on or before September 30th.

The Most Recent Application/Payment Received date in ELO was months ago. Does this mean the license is approved?

The average time to complete the licensing process is 6-8 weeks. You will see valid dates in the Valid for Dates Shown field If the license has been approved. This individual may not have completed the application process, the background check, paid the fee, or some other reason. You may contact the licensing team immediately or book an appointment directly to resolve. Any compensation must be moved from project 011 to project 019 or a source other than Fund 27 if the issue remains unresolved on September 30th. The online appointment will be scheduled out at least 3 days from the current date and as far as 10 days out. Note: appointments will continue to open daily, but only up to 10 days out at a time.
 

I have verified that my staff member has completed the application process including background check and paid the application fee, but the license is not approved in ELO..

You may contact the Licensing team via an online form or book an appointment directly to get this information updated. Any compensation attributable must be moved from project 011 to project 019 or a source other than Fund 27 if the issue remains unresolved on the September 30th deadline . The online appointment will be scheduled out at least 3 days from today and as far as 10 days out. Note: appointments will continue to open daily, but only up to 10 days out at a time.
 

I contacted the Licensing team who are looking into my staff members' licensing issues. Is it ok to leave the staff compensation in 011 until resolved?

No, the compensation should be moved to 019 until ELO indicates valid license dates for FY 2024-25 prior to September 30th.You will need to monitor the ELO regularly for any changes. If the staff license is approved, you should send an ELO screenshot to me for additional instructions.
 

The No Valid License Audit and WISEdata Finance data do not match. 

See the information from page 16 of the NVL Guidance. Your data in the No Valid License report must match reported data in WISEdata Finance by September 30th. Be sure to update your internal ledger and push WISEdata Finance to complete the audit process as soon as possible.
 

The staff license was not approved for FY2024-25. 

The employee does not have a valid special education license for this position and is not eligible for state categorical aid. The compensation must be moved to project 019 or some other fund source by September 30th. You will need to update the No Valid License audit in WISEgrants and on your internal ledger, then push the data out to WISEdata Finance.
