Term Completion Indicator

Term Completion Indicator: WISEdata

WISEdata app icon

Term Completion Indicator displays whether or not a student completed the most recent school term (year). 'Yes' would typically be expected only in the most recent enrollment record for the school term.

Term Completion Indicator refers to whether or not the student completed the school year term at the LEA  for their last, end of year enrollment. “Completes” for this data element refers to the student remaining enrolled in that school for the duration of that school year. “Completes” does not refer to the student successfully completing a course requirement with a passing grade.

  • Annotating this data element with a YES indicator means the student was present on the last day of provided services OR that they completed all that was required of them during that enrollment.
  • Annotating this data element with a NO indicator means the student stopped attending that enrollment prior to the end of the school year (i.e., student transferred to another agency, moved away, or stopped attending/dropped out).

A student should be marked 'Yes' for the Term Completion Indicator when:

  • The student completes all the required course and school requirements.
    • NOTE: In a scenario where a student did complete the term, but did not successfully complete course requirements (i.e., they failed courses), the student would be marked with a ‘Yes’ for Term Completion Indicator. The LEA could then provide the student with time through the following school year to successfully complete the required courses before being identified as a drop out.
  • A student leaves early for a summer trip or graduates early, providing that the student met all requirements.

2020-21 SY and prior: This data element was referred to as "Completed School Term."

Data Element Description/Comments
Yes (Y) Student completed the most recent school term.
No (N) Student did not complete the most recent school term.

USES: This data element is required for Choice and public schools. Term Completion is one factor in determining dropout year, maximum age exit type, and the need for promotion indicator. Students who complete the school term count in the denominator when calculating dropout and retention/promotion rates.

FAQs, Details, and Points to Note

  1. Choice Students with Primary and Non-primary Enrollments: Choice Schools must not send Student School Association (sSA): repeatGradeIndicator. Public Schools will send this if, and only if, the sSA: Term Completion Indicator = Yes. For parentally-placed private (PPP) students, both the public school and the Choice school should report that the student completed the school term. You may still receive a warning, such as 6567 - Completed School Term is 'Yes', in multiple enrollment records for multiple districts or agencies. The warning displays because the information may or may not be correct but requires review to decide. If the data is correct, as in both schools reporting the PPP student as completing the school term, the warning can be acknowledged and will require no further action.

  3. Cohort Calculation: A 12th-grade student who completes the school term, but does not exit as a High School Completer, remains in the school's graduation cohort even when the student is marked as known to be continuing. This reflects that the student was expected to graduate but did not. If a 12th-grade student transfers to another school mid-year,  at a point where he or she is expected to continue classroom work to finish course credits in the new school,  the term completion indicator should be set to 'No'.
  4. Runaways:

A student who has run away from home, is not attending school, has an unknown location, and does not return by the end of the school year will most likely be reported as not completing the school term (Term Completion Indicator = N). However, if the student meets school-defined criteria, he or she may be marked as having completed the year (Term Completion Indicator = Y). Schools set this criteria on many factors like completed course work, sufficient attendance, and earned credits.
