WISE Data Elements
Academic Subject
The Academic Subject data element records the academic subjects that are part of a district's graduation plan, such as Math and English.
Achievement Category
Achievement Category refers to the category of certificate or diploma earned by a student.
Actual Discipline Action Length
The Actual Discipline Length data element indicates the actual length of a student's disciplinary assignment, as measured in school days.
Address
The School Directory collects up to three unique types of addresses: a physical address, mailing address, and shipping address.
Affiliation
The affiliation data element asking if a private school is religious based or not religious based.
Agency Code (Assignment, Aggregate Assignment, and Contract)
Agency is the valid DPI-assigned LEA number of the education agency.
Agency Name
Agency Name states the full name of the local education agency (LEA) entering data into School Directory Management Portal application.
Ancestry/Ethnic Origins
The Ancestry/Ethnic Origins data element describes racial or ethnic subgroups that a student belongs to.
Application Open/Closed
School Directory Management Portal allows districts, independent charter schools, private schools, and other local education agencies (LEAs) to update the DPI database.
Area Code of Assignment (Assignment, Aggregate Assignment)
Area Code indicates the staff member's general area of assignment, their related work subject, and tasks.
Athletic Conference
The Wisconsin Interscholastic Athletic Association (WIAA) is the regulatory agency for all high school sports in Wisconsin.
Attempt Status Descriptor
Attempt Status Descriptor indicates whether a student has been enrolled in a section for the minimum amount of time to receive an outcome.
Attendance
Attendance is contact between a student and a teacher during which district-supervised PK-12 educational services are provided.Contact can be either indicated by physical presence in a school building, or virtual presence, whether synchronous or asynchronous, as defined by school district policy.
Attendance policies are set by the school district, and the schools in the district must adhere to these attendance policies.
Barrier to Internet Access in Residence
This data element records whether a student faces a barrier to accessing the Internet in their primary residence.
Behavior Descriptor
The Behavior data element provides a list of behaviors. One of these must be selected to describe the action done by the student who caused the school discipline incident.
Behavior Detailed Description
Behavior Detailed Description data element is required to explain the reason why there was not an expulsion for a student bringing a firearm to school.
Bilingual Program (Assignment)
Bilingual Program refers to whether or not the staff member teaches in a state or locally-funded bilingual education program.
Birth City
Birth city is primarily used to assist with identification and student matching. Place of birth is typically provided on the birth certificate.
Birth Country
Birth country is primarily used to assist with identification and student matching. Place of birth is typically provided on the birth certificate. State codes are two character postal codes.
Birth County

Birth Date
Birth date is the date the student was born, including day, month, and year. Month, day, and year of birth shall be submitted using the MM/DD/YYYY format. Date of birth is provided on the birth certificate or on a State ID, such as a driver's license, if applicable.
Birth Location
Birth city, county, state, and country are optional and primarily used to assist with identification and student matching. Place of birth is typically provided on the birth certificate.
Birth State
Birth state is primarily used to assist with identification and student matching. Place of birth is typically provided on the birth certificate. State codes are two character postal codes.
Certificated Programs Status Type
Certificated Programs Status Type indicates a student's progress toward earning a certificate within the Certified Career Education programs. It's submitted as part of the WI DPI Student CTE Program Association.
Choice School Program Participant
This data element indicates that a student attends a private school participating in the Milwaukee, Racine, or Wisconsin Parental Choice Program and if the student has met the qualifications for MPCP, RPCP, or WPCP. If a school chooses to report all students, then the non-voucher students should be reported as No.
Civics Exam
This data element records whether passing a civics exam is a requirement for high school graduation in the submitting district.

Coordinated Early Intervening Services
Coordinated Early Intervening Services (CEIS) are intended for students who have not been identified as students with disabilities under IDEA and who do not yet have an IEP but who are determined to need additional academic and behavioral supports to succeed in general education. Coordinated Early Intervening Services may be used for students in kindergarten through grade 12, with a particular emphasis on students in kindergarten through grade three.

Courses refer to the classes students take throughout their school day.
Credential Type (Diploma Type)
Credential Type refers to the kind of completion certificate the student attained after completing high school. Districts/schools submitting student data through WISEdata must select one, and only one, high school completion credential type for each student who completed high school. Credential/Diploma type is expected only for students who complete high school.
Credits
The Credits data element records the number of credits required in a specific academic subject for a student to graduate.
CTE Concentrator
A student is identified as a concentrator if they completed at least two CTE courses in a single career pathway throughout high school. Concentrator details for this student should be submitted in grades 11 and 12.
CTE Department/Program Areas Type
The CTE Department (Program Areas Type) represents represents one of the six Career and Technical Education departments. Each CTE course needs to be identified with the appropriate CTE Department.
CTE Participant
A student is a Career and Technical Education (CTE) participant if the student was enrolled in one or more CTE courses in the reporting year and completed (passed) at least one CTE course. A CTE Participant flag will display on the student's
Current Status
This data element shows whether the district or school is currently open (i.e., 'Open' meaning the school is actively running and conducting business for the school year.
Date of Birth
The student's date of birth. See Birth Date.
Date of Board Approval
Date of Board Approval data element refers to the date on which a public school/district school board approved the District Library Plan.
This date is provided from a calendar drop-down in WISEadmin Portal.
Disability
Reporting Disability is indicated in the pupil’s individualized education program (IEP) or individualized service plan (ISP). Only one reporting (primary) disability can be submitted to WISEdata. The reporting disability is the disability category that most adversely affects educational performance.
Discipline Action ID
This is a unique identifier of a Discipline Action. The Discipline Action ID is auto-generated and assigned by Ed-Fi.
Discipline Action Identifier
The Discipline Action Identifier data element is a locally-assigned unique identifier (within the school or school district) to identify a discipline action.
Discipline Date
The Discipline Date is the date on which the discipline action started.
Discipline Descriptor (Action)

District (Submitting District)
For WISEdata collection purposes, the data element District (also known as Submitting District) is the code for the agency submitting the WISEdata record.
This code is generally the code for a school district under ch. 119 or ch.120, Wis. Stats. It may also be the code for a non-district charter school (under s. 118.40(2r) , Wis. Stats.), the WI Department of Corrections (DOC), or the WI Department of Health Services (DHS).

District Library Media Specialist is actually three distinct data elements in WISEadmin Portal within the District Library Plan; however, they work together.

District of Residence (Resident District)
Resident District is based on where the student typically sleeps at night. This may be at home, in an institution, or in any other facility.
An exception exists for students with disabilities who, for EDUCATIONAL purposes, are placed by a school district in a residential facility located outside the school district (e.g., WSD and WCBVI). Although these students may sleep at the residential facility, the "Resident District /Public Agency of Responsibility" is the school district that placed the child in the facility.

English Language Proficiency Code (ELP)
English language proficiency classifications are defined in PI 13.08 Wis. Admin Code. Students with English language proficiency classifications (ELP code) of 1-5 are considered Limited English Proficient (LEP). Students with limited English proficiency are also English Learners (EL) or English Language Learners (ELL).
The data element English Language Proficiency, or ELP (referred to as Limited English Proficiency or LEP in legislation) is required for all public school students and Choice students participating in Title III programming.
Enrollment and Exit Date
The school enrollment date is the date a student initially receives educational services from a school during a period of continuous enrollment at a school. An exit date is the date a student withdraws or exits a school and no longer receives services.
A separate set of enrollment/exit dates is required for each continuous period of enrollment at any given school.
Enrollment Type (WISEdata)
Enrollment Type describes how a student is enrolled at a school, whether as a primary or non-primary enrollment. Students receiving services at a school are either receiving primary educational services, are parent-placed private students, are enrolled in coursework at a non-primary school, or are receiving PK services.
An LEA should only submit one enrollment type for each student.

Exit Type
Exit type describes the circumstances under which the student exited from a school. Exit type is required any time there is an exit date. Requirements that apply to districts also apply to non-district charter schools. The following table provides information about the exit types available.

Expected Transfer Response
When Exit Type=ETC and an inter-district transfer was expected (i.e., the expected transfer district is not the submitting district), then WISEdata requires the expected transfer district to respond to the question "Did the student move to your district on or before the count date?" See response options and codes below and then enter the information in the WISEdata Portal application. Enter the requested expected transfer response with the appropriate answer. If you have proof of the transfer, enter Yes. If not, or the student will not enroll at your school, enter a response of No.

Expected Transfer School/District
When Exit Type=ETC and an inter-district transfer was expected (i.e., the expected transfer district is not the submitting district), then WISEdata requires the school/district anticipating and/or receiving the incoming student to be entered in the field for Expected Transfer School/District.
FAPE-Responsible School/District
Names the school/district responsible for providing Free Appropriate Public Education (FAPE) for students receiving special education services. FAPE responsible school fields are required for data submission and should always be completed.
The school/district identified as FAPE responsible will be held accountable for student outcomes and WISEdata reporting. Along with this value, other data element values are also expected:
Final Salary Code (Contract)
Final Salary Code is a Yes or No (Y or N) value that reflects the status of the staff member's final salary as reported by the agency. Leave Final Salary Code blank when the field does not apply to a spe
First Day of School/Last Day of School
First Day of School (FDS) and Last Day of School (LDS) refer to the school calendar dates (Month / Day / Year) that indicate the beginning and end of a school year.
Food Service Eligibility Begin & End Dates
The Student School Food Service Program Association Begin Date refers to the month, day, and year on which the student first began receiving food services, or the beginning of the student's enrollment period for the school year being reported. The Student School Food Service Program Association End Date refers to the month, day, and year on which the student exited the food service program or stopped receiving services for the school year being reported.

Grade Level Placement (Assignment)
Grade level is the level of study in an educational system by a student.Grade levels are defined by Wis. Stat. §115.01(2).
Grade Type
Grade Type clarifies which period of time or for what purpose a grade was given, such as Exam, Final Grade, or Progress Report. WISEdata will only be collecting a Grade Type of Final.
Grades Offered
On School Directory Public Portal and within the School Directory Management Portal, this data element describes which grades the school or district provides education services for.
Grading Period Begin and End Date
Month, day, and year of the first day and the last day of the grading period. These dates should belong to the school year for which the data is submitted. These are required fields.
Grading Period Descriptor
Grading Period Descriptor defines the name of the grading period during the school year in which the grade is offered (e.g., First Six Weeks, 1st semester).
Grading Period School ID
The unique identifier of the resource assigned to a school by the State Education Agency (SEA).
Grading Period Total Instructional Days
The total days available for educational instruction during the grading period, such as 180. This is always an integer.
Graduation Plan Type
This data element records the type of graduation plan a district is submitting. All districts should submit Standard for this field.
Highest Degree (Contract)
The Highest Degree value reflects the code that corresponds to the highest level of education the staff member has attained.
Homeless Primary Nighttime Residence Type
Homeless Primary Nighttime Residence Type denotes the kind of impermanent housing or lack of housing where the homeless student stays at night. This value is a required field for homeless children and youth as individuals who lack a fixed, regular, and adequate nighttime residence. Homeless status is an indication of whether a student is homeless.

Homeless Unaccompanied Youth
Homeless Unaccompanied Youth states whether or not homeless children or youth are in physical custody of a parent or legal guardian. This value is a required field for homeless children and youth as individuals who lack a fixed, regular, and adequate nighttime residence. Homeroom
Homeroom designates which class, if any, is the student's homeroom. Submitting this data element is optional.
IAC Code type
Districts create career pathways through the Perkins grant and Regional Career Pathway work. IAC codes represent a career pathway title.
IDEA Eligibility
IDEA Eligibility is an indicator that the student is eligible to receive special education services under the Individuals with Disabilities Education Act (IDEA).

IEP/ISP Begin Date and IEP/ISP End Date
The IEP Begin Date is the implementation date as documented on the notice of placement of the most recent IEP (Forms P1 or P2).
The IEP End Date is the end date of services listed in the most recent IEP’s program summary (Model I-4), usually one calendar year from the IEP Begin Date, for example, 9/5/18 to 9/4/19. Note - This should not be filled by the SIS/ user. This should come from the form.
The IEP Begin Date must be in the school year of the sSEPA record or the immediately previous school year. The IEP End Date must be in the school year of the sSEPA record or the next school year. The IEP/ISP begin and end dates must be entered when a sSEPA is submitted.

Language Instruction Assessment Year
The Language Instruction Assessment Year data element is the year that the student took the assessment that determines the student's current English language proficiency code. Enter the numeric year that the assessment was administered, such as 2019.
In most cases, a student's English language proficiency code should be based on the prior year's assessment, unless the student is a newly-identified English language learner and no prior year assessment exists.
Language Instruction Begin & End Dates
The Language Instruction Begin Date refers to the month, day, and year on which the student first began receiving language instruction services. The Language Instruction End Date refers to the month, day, and year on which the student exited the language instruction program or stopped receiving services for the school year being reported. Generally, the begin and end dates will match the begin and end dates of the student's enrollment.

Language Instruction Monitoring Year
English language learners who are now proficient (EL code 6) are monitored for two years on content achievement. The Language Instruction Monitoring Year data element describes whether a student is in their first or second year of monitoring. This data element should not be submitted for English language learners with proficiency codes 1-5, students who were never English language learners (EL code 7), or students who have completed two years of monitoring.

The Language Instruction Primary Service data element is a True/False indicator that describes which of the language instruction services a student receives is the primary service. Submit only one service as the student's primary language instruction service. Language Instruction Services
Federal and State laws require schools to provide language instruction educational programs (LIEP) to English learners. The language instruction services (LIS) data element describes which language program or language services an English learner is receiving.
Language instruction services (LIS) data element is different than Language of Instruction. Refer to the Language of Instruction: Info, Help and FAQ webpage for more details.
Language of Instruction
Language of Instruction data element is a roster indicator. LEAs should send the primary language in which instruction is delivered for this data element.
If an instruction language descriptor is not provided, DPI assumes the language of the course is English.
USES: It will allow DPI teams to correlate student academic performance data with education program models and academic subjects taught in English versus languages other than English (LOTE). It will also help DPI identify cohorts of educators for professional learning and growth related to this work.

The Last Evaluation Date is the date of the last special education evaluation (Form ER-1), or, if the parents and districts agree to waive the re-evaluation, then it would be the date of the notice of agreement that a three-year re-evaluation is not needed(Form RE-3).

Local Course Code
Local Course Code defines the LEA-assigned local code that identifies the organization of subject matter and related learning experiences provided for the instruction of students.
Local Course Title
Local Course Title defines the descriptive name given to a course of study offered in the school, if different from the SCED (School Codes for the Exchange of Data) Course Title.
Local Education Agency (LEA) Code
In the School Directory application, a unique identification number assigned to the district or school by the Department of Public Instruction (DPI).
Local Person ID
Local Person ID is a unique field used by an agency to cross-reference and join a local system’s person ID to the state system’s WISEid. This is a required field.
Assigning a Local Person ID to a student or staff allows a district to "claim" or link the district to that person. This is essential because the person's unique WISEid record is shared among any district associated with that staff or student; therefore, in order to send data for a particular person from your district, you need to assign a Local Person ID. If you don't populate the Local Person ID field, those person records are not pulled during a student or staff download file.

Session Total Instructional Days
Total Instructional Days are the total number of instructional days in the school calendar within the term. This is a required field. You must enter a positive number.

The Student School Association Reference is used to the student school association (sSA) in which the incident date occurred.
Student Section Association Begin and End Date
Begin Date includes month, day, and year of the student's entry or assignment to the section.
End Date includes month, day, and year of the withdrawal or exit of the student from the section.
The begin and end dates on the student section association should fall within the enrollment period provided in the reference. Begin date is always required; end date is required once the student has exited the section. Dates should be entered in the format dd/mm/yyyy.
Student Special Education Program Begin and End Date
Begin date for the Student Special Education Program Association (sSEPA) shall be the first day the student begins receiving services under the current IEP/ISP or the first day of school, whichever is most recent. End date may be left blank unless the requirements below are met.

The correct and proper use of a person's first, last, middle, suffix (e.g., Jr. or III) names. Including middle names and suffixes ensure the assignment of a unique, unduplicated WISEid to a student or staff member.
Students in a Residential Care Center
RCC data elements are reported as part of a sSEPA record. This could be the result of a county agency placement or when the IEP team has identified the need for an RCC placement based on the student’s specific educational and behavioral needs. The LEA continues to be responsible for FAPE in both county and IEP team placements.

Subcontracted through a Contracted Agency (Assignment)
Subcontracted through a Contracted Agency refers to whether or not the staff member is hired as a subcontractor for the assignment.

Across the very top of the home screen is an instructional message.
It reads:
Data has not been verified for the 2024-25 school year. Review the data on all tiles and subsequent screens, make changes as needed, and save your changes. Areas with missing mandatory data will display an error message. When done, click the Submit Review button to mark that your data has been managed.
Clicking this “Submit Review” button indicates to DPI that you have reviewed (updated and saved) all data for the current school year. You have clicked every tile from the home screen and gone through every screen, saving changes as updates along the way.
Clicking this “Submit Review” button means it’s time to celebrate Data Quality!
Term Completion Indicator
Term Completion Indicator displays whether or not a student completed the most recent school term (year). 'Yes' would typically be expected only in the most recent enrollment record for the school term.
Term Completion Indicator refers to whether or not the student completed the school year term at the LEA for their last, end of year enrollment. “Completes” for this data element refers to the student remaining enrolled in that school for the duration of that school year. “Completes” does not refer to the student successfully completing a course requirement with a passing grade.
Term Descriptor
The term descriptor defines the term length of a session during the school year (e.g., 1st Quarter or Second Semester, Third Trimester). This value may or may not coincide with the grading period values submitted, as this element is simply to denote when a class session takes place. This information varies by district, school, and/or grade level.
USES: This data element defines a school session and can be used in conjunction with the various data elements that are part of the grading period, but these values do not necessarily reflect or coincide with grading period values. This value is simply to describe when the class takes place.

Timely Special Ed Evaluation (Indicator 11)
The state is required to annually report on the percent of children who were evaluated within 60 days of receiving parental consent for initial evaluation as part of the State Performance Plan (SPP). This refers to children that an LEA has received a referral for evaluation to determine if the student is eligible for special education services.

United States Entry Date (optional)
Month, day, and year of entry is expected only for students born or residing outside the U.S. The first date of continuous enrollment in U.S. schools should be entered, if known. If the student exits the United State for more than 30 days, then this date should restart. If not available, then the first date of entry into the United States is acceptable.
Virtual School Status
This data element records the type of virtual instruction offered by a school, if any. The value of this data element describes how a school offers virtual instruction. Virtual instruction means that students and teachers are separated by time and/or location, and interact by way of computers and/or telecommunications technologies.
USES: This data element is part of the School Directory, used to provide detailed information about schools in Wisconsin.

World Language (WL) data is a portion of the data collected under the nomenclature “Programs” on WISEdata Portal (WDP). WDP uses the word ‘program’ differently than the World Language team. The use of the word “program” on WISEdata Portal refers to the way that data is organized and categorized on various screens, so as to create specific exports.
