Wisconsin School Finance Portal (WiSFiP) - Pilot Project Continues Into 2024-25 SY

In an effort to simplify the process of data collection for district personnel responsible for the PI 1563 pupil counts, DPI is continuing the "Pilot Program for Membership Pupil Count Collection" (referred to more simply as 'Pupil Count') through WiSFiP. The pilot program will continue during the 2024-25 school year.

Part Time Instructional Minutes are collected for students who are primarily attending private school, or who are primarily homeschooled, but are attending either the resident, or a nonresident district, part time for up to 2 courses. One example could refer to a home based private schooled (homeschooled) student who is taking art and gym classes from their local public school.

 

USES: Part Time Instructional Minutes are used to determine accountability reporting for funding.

FAQs, Details, and Points to Note

1. Primarily Homeschooled Students: Students who are primarily enrolled in home-based private education (homeschool) settings are eligible for State aid up to a maximum of two courses per day from either a public school in their resident or nonresident district for grades K-12.

a. Homeschool Student Attending their Resident District: Resident district should:

  • Submit the enrollment record for the student
  • Add up the instructional minutes of each class. For example, class 1 - 30 min; class 2 - 30 min >> Instructional hours = 30+30=60 minutes
  • Enrollment Type for this situation would be ( C ) Coursework
  • Residency Status for these students would be (R - HOME)

b. Homeschool Student Attending a Nonresident District: Nonresident (attending) district should:

  • Submit the enrollment record for the student
  • Non-resident, home-schooled pupils taking courses in a public school in the district will be counted by the district of attendance for General Aid membership, as follows: 0.25 FTE per course per pupil, up to a maximum of 0.50 FTE (two courses) per pupil. 
  • Enrollment Type for this situation would be ( C ) Coursework
  • Residency Status for these students would be (NR - HOME)

c. Homeschool Student Attending a Private School:

  • Enrollment Type for this situation would be ( C ) Coursework
  • FTE = < 1.0

2. Primarily Private Schooled Students: Students primarily enrolled in a private school are eligible for State aid up to a maximum of two courses per day, however they may only attend a resident district public school in the district -AND - they must be in grade level 9-12 .The resident district should:

  • submit an enrollment record for the student
  • add up the instructional minutes of each class. For example, class 1 - 30 min; class 2 - 30 min >> Instructional hours = 30+30=60 mins
  • Enrollment Type for this situation would be ( C ) Coursework
  • Residency Status for these students would be (R - PRIVATE)
