Carl D. Perkins: Strengthening CTE for the 21st Century Act
Wisconsin's Primary Focus:
- Establish regional career pathways (RCPs) including improvement and expansion of existing local pathways and the development and implementation of new RCPs;
- Increasing the rigor of work-based learning programs;
- Improving student performance for special populations through focused activities and support;
- Expansion of Nontraditional Occupations (NTO) career awareness and exploration with increased participation and completion of career pathways.
Perkins funding makes several different types of grants possible:
- Perkins CTE Formula Grants - These make up the majority of grant monies that are distributed through the Strengthening Career and Technical Education in the 21st Century Act (Perkins V).
- Perkins CTE Reserve Grants - These provide funding for the development, implementation, promotion, and monitoring of regional career pathways.
CTE Incentive Grant
The CTE Incentive Grants program, operated in partnership with the Wisconsin Department of Workforce Development, allows two types of payments:
- District incentive grants
- Student completion awards (SCAs)

Career-Connected High Schools Grant: Unlocking Pathways Wisconsin
Unlocking Pathways Wisconsin is about making sure that students in schools that are rural or have a high percentage of socioeconomically disadvantaged students (or both) can still receive an education that prepares them to move into a career of their choice—whether that career takes them through college, the military, or directly into the workforce.
